Statutory Definition Criteria for Pressure Vessels
As a pressure vessel, a gas storage tank is subject to special equipment regulatory oversight only if it simultaneously meets the following three core criteria:
- Pressure conditions: The maximum working pressure is greater than or equal to 0.1MPa (Gauge pressure).
- Volume and Dimensional Constraints: A volume greater than or equal to 0.03m³ (i.e., 30 liters), and the inner diameter (for non-circular cross-sections, this refers to the largest geometric dimension of the inner boundary of the cross-section) is greater than or equal to 150mm.
- Medium conditionsThe service medium is gas, liquefied gas, or a liquid whose maximum working temperature is equal to or higher than its standard boiling point.
Only when the parameters of an accompanying gas storage tank simultaneously meet the aforementioned requirements does it qualify as a special‑type piece of equipment under the law and must be subject to strict regulation in accordance with applicable regulations. If the tank’s volume or pressure falls below the specified lower limits, it is classified as a simple pressure vessel or a non‑pressurized vessel and is not required to undergo usage registration as a special‑type piece of equipment.
Core Requirements of Corporate Compliance Management
For gas storage tanks classified as special equipment, enterprises must implement the following compliance requirements in their use and management:
- Registration for UseBefore putting special equipment into use or within thirty days after it has been put into use, the user shall apply to the department responsible for the safety supervision and administration of special equipment for registration and obtain a certificate of use registration.
- Periodic inspectionA request for periodic inspection must be submitted to a special equipment inspection agency one month prior to the expiration of the validity period of the last inspection. Equipment that has not undergone periodic inspection or has failed such inspection shall not be put back into service.
- Personnel QualificationsPersonnel responsible for the safety management of special equipment and operators must, in accordance with relevant national regulations, obtain the requisite qualifications before engaging in related work.
- Archival ManagementEstablish complete safety technical dossiers for special equipment, including design documents, certificates of product quality, installation, use, maintenance, and servicing instructions, as well as periodic inspection reports.
Accurately understanding the criteria for defining special equipment is a prerequisite for enterprises to achieve safe production and compliant operations. Enterprises should regularly verify the actual parameters of their associated gas storage tanks to ensure that equipment management complies with relevant national regulations.
